Suggestions? Puppy hates rain!

Our 9 week old puppy springer x cocker hates the rain! Toilet training was going fab until the last 2 days, she point blank refuses to 'go' outside in the wind or rain. Despite carrying her out & standing with her all she does is sit & look at me or go to the door & cry to go in. I've been out there for 15 mins plus soaking on occasion only to let her in then she promptly 'goes' on the floor!

Are those puppy pads the way to go do you think just so she at least uses one place, or will persistence get us there?
 
I must admit to cheating a little with our pup, the other day it was stair rods and it wasnt just her who didnt want to go out. I was lucky in that we have a covered cow yard and took her out there and she was just so grateful to be out of the rain. If I couldnt do that I wouldnt put down a puppy pad I would go out side preferably under a hedge and cover her as best as I could with an umbrella.
 
Lol.. Feel your pain...I have two whippets (one who is 4!) who refuse point blank to go out in any wet stuff... I have to stick a coat on them to get them to even look out the door

The puppy pads are great for when they are training and havent quite got the idea of how to tell you they need a wee but once they are that stage they might regress in their training. I might be wrong, but it would be like saying 'its ok not to go out and wee just here'. Im sure if they are totaly desperate they would go out but be aware of any accidents. Dont shout, just remove them from the area and really clean the place. Once they are trained they dont normally like messing in the house

9 weeks old is very young in bad weather...
When my lab was a pup, a week after I bought her home it tipped it down for days... There were a couple of days I didn't even try to go outside.
Better a tiddle on a puppy mat (they do work) than a stressed puppy.
Never did my labs house training any harm either.
