I would be the one initiating the claim, for an incident that happened in England but due to poor health/personal circumstances I haven't put together my official case and it will be impossible for me to persue this in it's entirity before I move back to N.I.

It's regarding a breach of contract/extortion/animal neglect incident that I intended to seek costs for but due to health issues/hospitalisation I simply couldn't do much about it in the approximate year since the issue occurred.

I hear the time limit is up to 6 yrs for Breach of Contract? Can anyone confirm this?

Also can I begin a claim in a different Country?

NI is in the UK but has its own separate legal system. I would suspect that if the incident is covered by English law then you can bring a claim via small claims court in England, but would check with CAB who should be able to advise you properly. Neither extortion nor animal neglect would go through small claims.
