Suppleness

How can i improve my horses suppleness in his neck, its like a plank of wood, no movement at all. I have tryed everything, when he is running around he has loads of movement in it sadly when i ride its stiff. Tack, teeth etc all fine.

if all physical checks done and ok then Lots of circles, change of direction and transitions. I got a book called 101 schooling exercises. It's fab. Really helped supple up my mare. X
