Support for tendons?

My TB mare is tied in below the knee. She raced for 4yrs before I got her and has not been pin fired nor shows any sign of having suffered a tendon injury in her career. She is now only used as a hack, going our 3-4 times a week. Just wondering if I should use support boots on her to minimise the risk of tendon injury with her already being weak in that area. What would you do?
 
I must admit that I prefer not to use boots for a weakness as I believe that having support from the boot allows the horse not the exercise the area as much which makes me wonder if it increases the weekness. I have to admit that I haven't had experience of a horse tied in below the knee though so I'm not sure if that would require different management. I would be inclined to work on schooling exercises to gently strengthen the area.
