Swimming Pool Lights

I was talking to someone at work yesterday, making small talk as you do, mentioned the cold weather snap we've had when he mentioned something that might help.

He said the has solar heat lamps that clip round the edges of a pool, so during the day they charge up, and then at night time the lights come on and keep the pool from freezing over.

They are battery operated, so there would be no need for wires in the field, but I thought what a good idea for water troughs in the field, and over outdoor taps to keep them from freezing.

Does anyone know what kind of product this man is talking about, and if so how would it attach to the tap/trough?

I had a swimming pool once...horses weren't interested though ;) During the Winter months the pool people would treat and shut the pool down and covered it then reincarnate it when Spring arrived. I can't believe how solar lights during winter would keep a swimming pool from freezing over though.
