Do you know which horse is doing the chewing ( its usually only one) if possible separate them. If not you will have to apply something nasty tasting to your boys tail or possibly a tail bag?

Industrial Vaseline with paprika/chilli powder mixed in. Smear liberally on the affected parts. They really do not like the taste!

bitter apple spray-buy it online or at vets, is just a spray on like mane and tail conditioner so wont make tail sticky and messy like vaseline

A dringe benefit of Vaseline is that it seems to come out in the rain (eventually!) leaving the tail nice and shiny. My ponies don't like sprays and hated me for weeks when I tried it. Cribox is horrible to apply and doesn't seem to work for long. I tried white vinegar and lemon juice but that wasn't terribly effective.
