Could be all manner of things - mini tantrum, indication of soreness somewhere, just being bloody minded, enjoyment of upping the pace - anything!

Bit hard to give advice without seeing him in action - any chance of a small vid?

Swishing his tail & swinging his quarters I think will indicate a lack of balance. Do loads of transitions & leg yielding & this will greatly improve his balance & he will be able to bring his hocks underneath himself & balance himself better. When he can do this you will notice the difference.
