Wash it with shampoo and then condition, while conditioner is in brush from the bottom up and then spray with a de-tangler such as mane and tail to help stop the mud/ tangles

I wouldn't brush a tail until all the tangles were gone if at all. To keep a good thick tail use fingers only. Spray with a detangler - Flick n swish is the best one I've come across - and then separate hairs with finger and thumb, a small strand at a time. I do it dry but you can shampoo first if you want to. Do a bit every day and you'll have a lovely tail that resists a lot of the mud.
 
Baby oil and your fingers to tease out the knots.
And then a good nail brush to scrub all the goo from under your nails.
