Now before I get myself carried away looking into planning for stables and an arena on what is currently an agricultural property ....talk to me about rates.....reading some horrors on the internet.....could I end up paying more in rates than I currently do for DIY livery???!!!!!

I think it very much depends how many stables you have as to whether you get classed as a business. Best contact your local County council and have a chat with them.

I would think you would be unlucky to be affected we have a 21 box livery yard with a 20 x 60 arena and small business rate relief means that currently we don't pay anything.

It all depends on rateable values which are set by the council depending on what sort of rent can be achieved. If your rateable value is less than (I think) £12k then you qualify for 100% small business rates relief, i.e. you don't have to pay any rates. Between (again I think) £12k and £18k you get a sliding scale of relief.
