When I got my horse he was very nervous around people and had learnt he had less to do with them if he pushed then about and got them out of his way, which in his mind was the much safer option!
I enlisted the help of an IH RA and spent a long time working on ground work exercises with him which helped to improve his understanding & confidence. It is totally, totally possible - now he will respond to body language alone.
