Tethered horse

I've just passed what looks like a fairly young colt, maybe 2-3 yo, tethered at the side of the road next to a busy roundabout. I've no idea how long he's been there as I don't usually go that way, but I felt very uncomfortable driving past. He's definitely on the slim side although not a hat rack, and was tethered round the neck but I couldn't see any water. I'm not against tethering per se, but it seemed to be quite a dangerous spot and as I say, I'm sure there was no water.

I'm a bit apprehensive about stopping as no doubt some traveller will materialise and have a go for interfering but I'm not sure exactly what to do. If he's still there in the morning I'll give the RSPCA a call, but what would you guys do? (I have to say, he looks like he'll make a good 16hh and is a nice sort, I'm very tempted to go back with a trailer but that's theft!!!)

it arrived at 11.30 this morning ,they rode it bare back up the road tied it to the tree and left it .
i met the police there about an hour ago, the horse has now been moved .
it was from a local travelers camp (if your north u can prob quess were )
they did call the rspca and they were on there way to the camp.

but to be honest i don't think they will be able to do anything about it as the poor horse wasn't quite thin enough.
they normally need to be poorer than that for them to take any action.

to be fare to the travelers they were trying to find grassing for it to put some weight on it but picked a really stupid place to tether it
