tethering mares at side of busy roads with foal at foot

Does this make anyone else cringe ? I know a foal is supposed to stick close to mum but there is always that chance little one could wander into the road cause an accident and get itself killed ! Leaving a very destressed mum, potential for a large accident on the road and the death of the foal

why do people do this ?

Because it is cheap/free. And (colt) foals are potentially expensive.

Although sadly not against the law it's against the tethering codes of practice to tether a nursing mother. If you ever see one I would advise to call WHW or RSPCA because they will be able to at the very least advise/move etc.
It should not be done and those that tether know this.

I was overseas in st lucia and they tie horses with foals to trees, seen foal run on and off road also horses and cattle were allowed to roam hotel grounds.
