Do you think a subsidised pts and removal scheme would have any impact on the abuse and abandonments we are currently seeing?

Maybe it depends how subsidised. If someone is desperate enough to abandon their horse even 20 pounds may seem a lot of money.
I think a free scheme would help... but that's not likely to happen.

Who would subsidise? Worth a go, but those who would abandon probably would not hear of initiative.

I service could be fully subsidised if the owners were happy for the poor things to be used in food (human or pet) - if people take the cost to take them somewhere to dump them they could just as easily take them to a slaughter house.
