Why oh why it is not big and its not clever and its their family that will have to look after them, after they have had an accident.
What does it take to get the message through to some people
I suspect it will take a fairly serious accident happening to these people before they take this message on board. By which time, of course, they may be brain damaged in a wheelchair, or even worse.
VERY stupid. I saw someone hacking out near my house a few months ago along a main road, she had no hat, no rein contact, feet out of the stirrups and was talking on a mobile!
i totally agree i saw someone out last week riding along a busy road with no hat i was driving a white van so slowed down pass her and her horse was not happy so stopped and turned it off god knows what would of happened if a lorry passed her its madness
Why, what's it got to do with you? People have a right to be stupid if they so choose, you should mind your own buisness. Would you walk up to some random person on the street having a fag and start giving them a lecture on the dangers of lung cancer?
I like to think that it would be purely an act done on behalf of concern regarding someone else's safety. Yes, sure it would be easy to turn a blind eye and walk away, but I prefer to act with some compassion. Of course it is up to the rider what they do afterwards, but at least I tried.

you must be close to me or there is more than one pratt, the one near me does the same without any viz gear in poor lighting.
The problems are two fold IMO, one if visability is low then others are at risk, the lack of hat then means that the rest of us will pay for her care when she is brain damaged, through our taxes, including those I pay on my tobacco. This argument was gone through with seat belts in cars and helmets on bikes.
There is a professional rider in my area who has a large number of horses who he hacks out most days, some of which are quite highly strung and not 100% on the roads and he NEVER wears a hat. What annoys me is that many young riders in my village look up to him- i just hope they are sensible enough to not think it is ok to hack out without a hat just because he doesn't wear one.

In this instance, as well as the rider being in obvious danger, the fact that she is not in proper control of her horse is placing other road users under unnecessary danger as well. (Oh, as well as placing her horse in danger too)
