Just before the snow, my horses with others, were turned out onto 70 acres of rested grass, heaven! Then the snow and ice came and i am religously getting them in for feed and hay, they eat the feeds (of course) but then usually have a kip and the odd bit of hay - why arent they hungry - do they eat as much frozen grass? - Yuk!

Mine are out 24/7 and are on good grass. I religiously give them hay every morning and they eat maybe half a section between them and wander off and carry on grazing, so it would seem grass ice lollies are preferable.:)

My TB is still not really that bothered about his hay. He is in at night and out all day, has a bucket feed twice a day which he eats but is only eating about half of a full hay net overnight and is ignoring the pile of hay in his field, prefering to mooch about and hunt for horrid cold grass. His paddock is about 4 acres and still has (or had) loads of nice grass in it so as he seems happy enough and looks very well with a shiny coat Im assuming he is just not that hungry yet.

Could they be too warm? As hay acts like a radiator sometimes if they have a lot of rugs on or very hairy and too hot they won't eat as much as normal. Are they drinking normally?

Ours much prefer to eat frozen grass than their hay. They will eat their hay in the field eventually overnight but grass first every time.
