Situation is that rider is a member. I'm not and horse isn't. Thinking about maybe doing 1 maybe 2 events this summer, maybe an 80 then a 90. Horse did one 90 last summer and so has a be name which is his name with a VII on the end of it. Would probably just do it on a day ticket but how does this work with different owner and rider?

Technically you should join as an owner but they will accept the rider as the owner if you don't mind getting no acknowledgment, they don't bother to check owner details on the passport and if you are only doing a couple of events it will save you money even if it is not morally right they do well enough from the grassroots level entries for one or two events I think it fair enough, will probably get shot down for suggesting it!!

BE don't care if the person riding it registers as owning it even if they don't.

I asked them when I registered my horse back when I still had him on loan. Unfortunately the owner did care so I had to pay to register her too but BE themselves didn't really seem to care if I just pretended to own him

You can buy a day ticket without having to be registered as an owner. I've done it several times, unless the rules have changed since last year!
