Thinning a coat instead of clipping

Can anyone suggest a tool that will thin my horses coat. He is a Connemara x tb so his coat it thick but very soft. He won't be clipped but I would like to reduce some of his hair around the girth area and under his neck. Most of the thinks I have seen take out moulting coat but not thin out a winter coat.
 
you won't thin out a winter coat without clipping - the 'tools' only remove loose hair.
You should be able to clip a 'bib' with a tiny bit of sedative or could possibly use hand clippers which you can get from an ag supplier but I'm not sure they'd cope with thick hair.
 
I use a furminator on my TB, though any decent shedding tool will work.

Though I tend to start using it in September, didn't need to clip her last year.

I admit she is never going to get a huge coat, but she is not far off looking like she has a summer coat at the moment, and I live in Scotland! She wears a 200g rug :)
