Thorowgood FISH system - help!

Needing to pick everyone's brains! Found a second hand dressage saddle for sale locally to me, emailed the girl about it and she said she'd used it on her welsh D for breaking but he was too wide for it now. She said it had the FISH system to alter it a bit, and she reckoned it would suit a more high withered horse than hers was anyway but would appreciate your guy's opinions on how adjustable it really is!
