Time take to fully mature

Another thread on this topic (sorry - i did search forums but didn't want to resurrect a thread 4+ years old!)

I bought my IdxTb x anglo arab as a 2 and a half year old (think he was just over 14.3 then). He's now 7 and a half (January foal) - I think he's just gone bum high again (withers still struggling to be at 15.1 on a tall day). Is he likely to just stay croup high or should I expect him to grow more at the front too. He has only just started filling out this year too so finally getting to see what he'll look like when mature. He's also very high withered (though am 90% sure that if he was stood on the flat he'd still be croup high)
Also... do horses get growing pains? He's very suddenly getting sore in his back but there are a lot of potential red herrings on that so growing pains is a bit like clutching at straws but wondering if it's possible at this late age.
