Tiny flying bugs on horse?

Hey, posted this in NL but not many replies so I thought I would come back to the safety of CR!

I went up to the feild to say hello to my pony, only to be faced by a pony crawling with little white bugs on the haunches, wither and spine mostly.
I grabbed my louse powder and covered him but I realised they could fly so he had a mist of flying little things round him.

He has recently been life threateningly ill but is back home and is happy once again so maybe his immune system is low and they have just come out? He suffers with a little dandruff on his dock and wither but is manageable. He is a NF bay and has a lovely summer coat so I don't want this to be ruined.

He wears a fly mask and sometimes a fly sheet.

These little things are almost microscopic and silver with silver wings....
What could they be? (sorry no photos yet) Would really like to know so I can provide treatment soon

Sounds like midges my horse is always covered but the others not so I guess it's like people with Knats some get eaten alive others nothing. Dreadful things a good fly spray and fly rug should help as they can get very itchy and end up rubbing bald patches x
 
I have no idea what they are but I think I know what you mean and have them on my horses at the mo.I have had them other years as well and assumed it's because my land is low lying and marshy,(I get lot's of random bugs!!),and these don't seem to cause any problems.

Sorry not much help in identifying but I really wouldn't worry about them.
