Well the two puppies are doing pretty good at the moment, we're walking every day fine (well the little whippet hangs back a bit but she's getting there), the saluki though is doing excellant. She currently knows sit, down, paw, crawl, stay and come.

But the little whippet I am struggling with. She only knows sit, and its proving hard to teach her anything else. Can anyone suggest the next step with her that is quite easy for her to get? I tried teaching down but she just doesn't get it yet.

Have you tried clicker training at all, it takes some dogs a long time to learn a new command and with a clicker it helps establish the behaviour you want.

If you go on youtube have a look at kikopup who has lots of training videos on and they are easy to follow.

Also have you thought about training classes, it helps socialise your dog as well as learning the basics sit, down, stay etc. Go and watch some first without your dog to see if the trainer has a good rapport with the dogs and owners and make sure they use positive training. Your vet may be able to recommend someone.
