Tips/recommendations when making a backing dummy

I'm going to make a dummy to help in my nervous horses training. i thought i would use some overalls and have some clips to clip the arms and legs, all connected on the inside so they don't come off. i want it to have a bit of weight and be able to sit up but dont think it should be solid or have anything too hard to hold it up. I thought i might use my old body protector to help it sit up, any ideas???

Someone has just suggested to me to put two 2 litre plastic bottles filled with water down each leg of a pair of breeches, what do you think?? How would you strap the legs down?, where would you tie them? and how would you stop the upper body falling forward/backwards?.
 
I use a pair of jeans, sew up the bottoms and pop a bit of sand from the school into the legs for the weight

Works a treat and you can add more weight to them as they progress.
