To muzzle or not!!!

In a bit of a predicament!! Can’t decide whether to muzzle or not….
Fields fertilised last week (first time in about 4 years) horses went back out on them today.
Horse in question is a Welsh D, ribs very easily felt but could be slimmer (10 days off with an abscess did that boy no favours), I do have a greenguard muzzle which I used for a couple years until it started to wear his front teeth down… have just managed with other methods e.g upping work/soaking hay.
The thing that is getting me is the fertilised fields!! He shares with my other mare, more of a paddock than a field if you like so not a massive area
Grass quite short, I worry he isn’t getting anything/not much through his muzzle.
I muzzled today but he spent the full time chasing my mare (as if she had put the muzzle on!!) and cantered down to the gate about 1pm when he seen me which isn’t like him.
Do you think I should continue to muzzle or just go without? He had been without up until now but I was worried with the freshly fertilised fields…..
