To Rug or Not To Rug

Hi,
I have always had my horses rugged in winter whether in or out. I was trying to rough off my youngster (18month old), however my old horse won't settle in the stables (Dutch barn style) with any of the other horses apart from my youngster and to be honest the other horses prefer to stay out. If I take youngster in to be stabled the barn gets very cold and as she won't be moving I would probably put an indoor rug on her. She's not used to wearing a rug and wanted to avoid rugging her this young when outside as she is the type to get caught up in it etc but less to get caught on in stable.

So my question is would you lightly rug when stabled and leave naked when out or leave naked in and out of stable?

Naked in and out. If its got a substantial winter coat, as long as its eating something it should be fine
