Tongue strap

Apparantly, they were talking about it on the Ascot feeds. A lot of Australian racers use it to stop them getting the tongue over the bit. That is all I can offer

The one and only reason for why it is used on some Swedish harness racing horses, is that it is a safety precaution to make sure the trotter can't get their tongue over the bit. After all if you sit in the middle of a harness race, you don't want to lose the possibility to steer. I presume it is the same in racing.

We use a tongue strap on one of the pointers to help with her breathing, without it she gurgles horrendously. We do tongue ties with stockings/tights

It prevents them from moving their tongue back and partially blocking their airways whilst racing. Also good for the likes of those who put tongues over the bit, as already said.
Using an Australian noseband also helps to keep the bit up high in the mouth preventing the tongue going over the bit.
