I'm no expert but feedwise calm and condition plus a topspec balancer is doing wonders for the my tb's wonky topline (although vet says will always be wonky!) Plus pole work in the school and plenty of hacking especially hill work. I'm sure others can offer better advice but this will bump for you anyway! Good luck
 
Alongside once a week schooling, twice a week hacking over quite hilly ground, I think my boys once a week pessoa sessions have really started to help with his topline. He isn't fed anything special just hay, grass and 1kg of happy hoof a day. (He's a nearly 5year old,16hh, IDx)
 
Ok so my boys on topspec lite balancer soon.to be switched & just grass.

I school couple times a week & when i hack out uts generally always up/down hills as thats where all hacks are?
Trying to incorporate long & low into schooling but hes not keen.
Anything else?
What sort of polework?
Is up/downhill better? What pace?

I do tons of different things with poles - vary the amount of them, walk trot canter distances, raised poles and also ones that are only raised at one side or poles that are raised alternatively. Poles in a line, poles on a curve, poles in a circle (think like a clock face with a pole at every quarter.) Should get him working lower as he will have to pay attention to his feet!
For hacking I think uphill is best and upward transitions on a hill are great to get them using their back end if you have nice hacking - ours is mostly roakwork so lots of walking which I believe is the best for building muscle anyway :)
And carrot stretches before / after work!
