Towing question

I was following a 4x4 and trailer with one horse, no partition today and I was doing 60mph on a national speed limit road, the 4x4 and trailer was pulling away from me. As we headed towards a cross roads, I started to brake before the trailer did and they then braked so hard the horse moved a fair amount in the back. Now I know they may not know the road (I drive it everyday so know when to brake) and the 'give way' sign is only 200m from the junction but surely they shouldn't have been driving that fast if they didn't know the road? It was interesting to watch how much the horse moved in the trailer, surely the driver could feel that?

when towing you can only go 50mph in a 60mph limit and 60mph max on motorways/dual carriageways but i've never gone above 45mph - too much risk of the trailer snaking and too fast to react in time to give the horse a comfy ride.
