Transfer of ownership on passport

I just bought a new horse and I have his passport and need to transfer ownership into my name but the last owners name and address is not the same as the name and address of the person who sold him to us. They said they sold it for them as he was on training livery and the owners couldn't afford to pay for the Livery anymore. It says I need a signature of previous owner in order to transfer into my name on passport. I have a receipt from sell with name but no signature. Any advice on how I get this sorted please? Welsh Pony and Cob Society book.

If their name and address is on the passport, can't you just write to them? Send a statement and an SAE with all the info you need and ask them to sign it and send it back?

Just got a messege back from the person I bought him from told me that the last owner written down in the passport was not who he bought him from. So his last two owners didn't do transfer of ownerships... Guess I will call the passport office and see what they say.

That sounds odd I bet you horse had abandoned noticed and the yard took him a sold him without the previous owner knowing. People not transferring ownership is common my mare only had only her breeder name on the passport. Lucky I had had a Irish sport horse passport so I didn’t need a previous owner to sign.

As per my message above, according to the WPCS website, you need to complete a declaration that you are the legal owner. I am sure if you call them, they can talk you through the process. Good luck! x

I had this with my Welsh she had not been changed from the breeder despite being through at least 2 homes since. I write to breeder explaining the circumstances and enclosing change of ownership firm and SAE and fortunately they filled it in and returned to me. Her microchip was not registered to anyone so just put that straight into my name.
