Traveling without passport?yay or nay?

Tomorrow, my friend has a pony picked up by a european horse transporter called 'need a ride.' He is only a shetland but is moving from Surrey to somewhere up north and he doesnt have a passport! If he does, the passport would be with the ponys owner (up north) and if he doesnt, he doesnt! But i dont know if they will even load the pony onto the transporter. If he is loaded and taken, is it 'illegal' and should i do anything if he is taken?! Does anybody know the chances that he'll be taken or have to stay untill passported/get his passport?

when Ive hired transporters, they would in no way let the horse travel without one.

(there are some exceptions, ie you can travel with a certificate from a PIO *i think*, if you have applied for a PP and its not here yet or yours has been returned for alteration for some reason, but theres not really any time to get anything organised)

The transporter will have its own rules, they would have asked if they wanted a passport.
To be honest I have had no problem, I am moving a pony locally using people I know, but again, the pony should have its passport with its keeper.
They may refuse to load and would be within their rights to charge.

I have transported a horse without a passport(had no choose ) was not stopped which was just as well. Most transport companies will not move a horse without a passport.

Could you not get a copy emailed to you or if the pony has not got one then get one and charge the cost to the owner
