Treating insect bites - reaction

A bug of some sort has got under my horse's rug and bitten him twice. The bites have swelled up to quite a size (about 7cm diameter). Any ideas for treating these?

Mate's bf, (qualified equine vet, how handy!) advised me to cold pack Beau's reaction, size of a tennis ball. It reduced dramatically. I used a picnic box type freezer pack that I took to the yard.
