Do you think you could leave a stuffed trickle net on the floor in the stable? Horse had neck issues in the past. He would have some loose hay in a tub too. Not shod.I would have to secure the strings well.

You can get hay pillows.
The fact that there is no string, makes them much safer. Plus the black tabs can be used to attach them to the wall (if fixed, it's easier for the horse to pull the hay from the pillow), low down/ground level.
