Trouble with youngsters backend?

My 2 year old has suddenly got really nervous with people going near his backend, he use to let me brush his tail he was a bit tense but he didn't kick etc However i had to put a sweet itch rug on him and he didn't like me putting the leg straps on i managed to do them the first day and then i just put a filet string on it but now as soon as i go to touch his tail he starts kicking out and and he gets really scared. I have started using glove on end of stick which he is just starting to accept but still kicking etc Anyone got any advice?

Is he used to leg straps from other rugs? Some horses hate them - my mare is a case in point. Perhaps he's rolled about and they've caught or rubbed him a bit - is he entire? Or it might just be that they restricted his movement when he rolled and he's reacting to the 'trapped' feeling
If the fly rug has X surcingles or a belly wrap it would probably stay put just with a tail strap - can you take the leg straps off and adjust one to go under his tail? Then if you put the rug on and take it off carefully you can leave the tail strap done up. I do this with all my rugs and although my mare likes a good roll, rugs seem to stay in place just fine.
