They may not have one - depending on the PIO. It stands for Unique Equine Lifetime Number. Its part of a world wide project to create a searchable database for all horses (or at least all of those with a breed society passport). The number itself is generated by the project database but should comprise the passport number - although I'm not sure what will happen if you have two passport numbers the same but from different studbooks. They are compulsory within the EU and every horse does indeed have a unique number. No duplication can take place as the number is made up of a national code plus a studbook code (or PIO )and the individual number so even if two horses have the same number in two different studbooks they will be differentiated by their codes.
There are lots of reasons to be asked for the UELN for example when registering with affiliated disciplines.

Thank you Shay. I am filling in the form to register my horse with BD. Couldnt find what the letters stood for though thought it was something to do with passport. The passport number doesn't say it's the UELN. Couldn't get through to BD office to ask, well it's is Monday so very busy phone lines.
