Universal bit v dutch gag?

OK I'm probably being dim here but is a "universal bit" eg KK Conrad Universal Bit in effect just a truncated version of a normal 3 ring dutch gag? Are the top rings set at a slight angle? - its hard to tell from the photo but the right hand one looks a bit odd.
Anyone used one?

It might look like a truncated Dutch Gag but it has a lozenge in the middle of the bit. The top ring is set slightly outside the main ring.

The little holes at the top are slightly off set so it is easier for the cheekpieces to slip round them when a pull on the rein exerts the leverage action - if that makes sense.
