Up and down, Up and down, can't stand still!

when we go out hacking my horse has a habit of not being able to stand still when asked. He dances around. He also, after a while of riding starts to riase and dip his head, making my position unsteady and putting my leg on and shortening the reins doesnt fully work, although it does for a while. Any ides why he like this?? How can I make him stand still, especially when crossing roads! and why is his head movement occuring? Any ideas on why and how to sure greatly appreciated!

Did he race?
Ted will back and forth when asked to stand out hacking (we have had full blown arguements about it) and after 45 mins he started to nod his head a bit.. getting worse and worse,..
Doesn't bother me as I just ignore the little SH**e

is your horse a youngster and if not wot has he done before you got him.
if mine i would try doing a lot of walk and halt in menage,
do you school before hacking if not it may be an idea.
he may just be an inpatient chappy
