Someone mentioned having a 'Heather Small' moment, and I just had it!!
I took Lu (4 yr old just backed but wouldn't move forward without being led) out on an off-road hack with a schoolmaster. At first she tried the napping thing again, but quickly learned to move forward when I asked. We did lots of halt, walk on, halt, walk on etc etc. She was an ANGEL. I'm so pleased as I was close to tears with frustration before and felt like I was getting nowhere. So we're going to hack out 3 or 4 times this week, then try the school again.
Thank you for all the great answers I had.
