Vasculitis veterans - help please

My old boy has had leukocytoclastic vasculitis in a mild form for years. It's never gone away but I've had it under control using UV boots and honey. This year he seems to have started reacting to the honey and now I'm at my wits end to know how to help him. He is allergic to anything oil-based, so all the usual things like Sudocrem and coconut oil, and also VetWrap and neoprene. Honey worked for several years and I thought we were safe. I'm just putting wound powder on at the moment but it's actually better when wet... aaargh.
Anyone think of any water-based treatments I could apply?

I buy the 500g pots, £21 ish online. Lasts a good while but I am only putting it on 2 hind white socks. A thin layer each morning. I make sure the creases in the pastern area are well covered. It does stay put as it has a chalky consistency.
