Vat on Vets bills

Just read in DM (sorry) Liz Jones article that if you have a dog from a bona fide rescue you can get VAT for vets bills at 5% only? Is this true never heard of it, iif it is true Im owed hundreds for my little doggie !
I also read the Observer so Im not all bad
