Very annoyed, and actually scratching my head!

So, last night, fairly late evening I have to go and collect an item won off ebay.
Pulling up to address thinking probably best to lock the car when we get out.....brand new housing estate, but the kids lurking in hoodies makes you a bit edgy.
Item collected, back in car, daughter says "blimey, mum thats a funny dog".....err no, its actually a foal, on a rope halter being dragged across the road to the park by a little girl.:confused:
Foal is very clearly not very old (a week tops). Foals mum is nowhere to be seen.
Foal being dragged around has to try and canter to keep up with running child.
I have phoned the BHS, RSPCA, environmental health, everyone I can think of.
The likelyhood is they have picked this little scrap (and perhaps the mother....though she was not seen) for less money than a hamster at PAH......should not happen....it really shouldn't.
 
Have always heard about housing estate ponies, and seen one or two, but never in this neck of the woods.
The price of ponies and horses in general has made this poor scrap's value so low, its now availible to the same people who once upon a time could only afford to keep a hamster or rabbit.
