Very sad and dont know what to do :(

If she is strong what makes you think it is a physical issue? If she doesn't buck/rear/bolt then what makes you think that there is a back issue? Yes she may not be suited to roadwork....not every horse is but if you are not confident she is going to pick up on that and it is only a matter of time before you have an accident on the road. Sorry if that sounds harsh but it's true...if they have to PTS that is THEIR problem not yours. If she went back to them from you and on to someone else you would prob not have any contact with her again anyway and if she is actually dangerous PTS is the sensible thing to do. I have to say that I would applaud the owners honesty....yes they are prob only saying it to put pressure on you but if they cannot keep her then PTS is the kindest and most honorable option for the horse. If more people would PTS rather than abandon we wouldn't have the current welfare crisi that exists and a dignified end is far better than abandonment, starvation and undetected illness. Please do not tar TB's with the crazy brush...the breed gets enough bad press as it is and if you feel it is a bad back is the issue well any breed could have a bad back. FWIW I would go to a new vet for a complete work-up and a blood test to look at hormone levels. Yes it will be expensive but it could give the answers you are looking for. And if problem can be resolved you could always buy mare cheap off her owners...if their only option is PTS and you can resolve her issues they are not really in a position to look for much money for her!
