Very very numpty question - BE90 dressage test 92 (2009)

"Transition to walk 3-7 steps then proceed working trot"....

Am I right in thinking that "steps" are individual footfalls of the horse, rather than "strides" which are the full sequence of 4 footfalls? Or is that the wrong way round?

In my terms i go down into walk, count four steps (individual footfalls) then go into trot again.
