Vets withholding information - can they do this?

I have an insurance claim going through for my horses colic bill (£600) and NFU require a full medical history print out.
I have contacted my previous vets to ask for it, and they are refusing as I am still paying off a hefty bill from them (insurance didn't cover it). They agreed at the time (over the phone, nothing in writing) I could pay it bit by bit as it was huge, but now they are saying they wont release any info to my insurance company until the account is settled.

I don't have the money to settle it, there's over £250 left to pay, and I cant completely my insurance claim without this print out.

What can i do? Help!!

Have you spoken to the senior partner at the vets, or just the receptionist? It's worth asking to speak to the senior partner and discussing it with him / her.
 
Have you asked to speak to the senior partner ? I assume you have been paying the debt off, as agreed and you are not behind on the payments ? If you have not been paying the money, you can't blame them for not wanting to help. You can ask your current vet to intervene.
 
I think if you still owe them money then yes they probably can withhold information. How long have you been paying off the previous bill? If it's been dragging on for ages maybe that's got their back up a bit? Also you say they are your previous vets, maybe they are annoyed you're now with another practice?
