Water brush and sponge or cloth?

What is the use of a water brush?
Also, when you wipe around the horse's eyes, ears and mouth after grooming, is it best to use a cactus cloth or a sponge?

I use my waterbrush for squirting shampoo on then rubbing it into my horse's coat when I give hime a bath. I also use it for washing off dirty hooves on muddy days.

What is a cactus cloth? I use a sponge for eyes, nose and mouth and non-scented baby wipes for under tail area.
