Water connection and tax on arenas???

So we're looking into buying a 4 acre field 0.5 mile away from home. Like most horse owners, a life long dream to keep horses at home (well as near as I'll get). The field has planning for 5 stables, midden 15x30 arena. As you do, I've googled and spoken to various people regarding costs, including tax on arenas... Does anyone have any uptodate information on the current situation? I've managed to price most things up bar the water connection costs yet... I was wondering if anyone has any experience with this and advice on who to contacts? Costs I should expect? The nearest supply looks to be 200m away on the opposite side of the road. Thanks in advance:)
 
I was recently assessed for non domestic rates on my three stables, tackroom and hay barn. I do not have to pay anything as they are very close to my house and are classed as for domestic use.
However during the conversation with the assessor he asked if my arena was 20x40m or over and anything under that would not be charged. I'm guessing you would be charged for the stables if not near to your house although a neighbour took the top doors off his stables and as they couldn't be closed they were classed as shelters rather than buildings. Not sure how effective it was or if it was just old boy v the authorities story telling.

I had water supplied anyway but as it is on a metre we have been collecting water in butts and troughs from the stable roof and haven't needed to use the tap for several months so it would definitely be worth doing to keep costs down.
