Water infection

My OH rode Daisy in the school today and for the first five minutes she kept stopping and standing as if she wanted to wee but didn't. She hasn't ever done this before so I wouldn't put it down to napping like i might with some ponies. She did eventually go and then seemed much happier.

Does this sound like a water infection? What would you do about it?

My friend's horse has cystitis (sp?) and she was forever wanting to pee but couldn't. Maybe it's that? I don't know anything about it though!
