When I was younger we used to take the horses into Hatchmere Lake, near Delamere Forest. It's got a gentle sloping entrance so is ideal just for a splash about - it does drop away though but that is as it opens up and there is a sign so it is quite obvious. We would sometimes just paddle and other times whip the saddles off and take them in for a swim.
Only thing to be aware of is it is right by the road, there is a small grassy area leading to it. Also can be quite popular with swimmers/families so on a hot sunny day will be quite busy. There's a car park opposite but it is hackable from the forest if you don't mind riding on the road.
