My horse got his foot caught in wire when he was young resulting in a smaller foot that side. This foot is also weaker and shoes come loose quickly especially in this weather. My worry is that there won't be any hoof let soon to nail to. Would a hardener or filler work to strenghten the foot? Help please!!

Sounds like for your horse, shoes are the main problem. Have you considered barefoot as an option? If not, perhaps reduce the shoeing interval slightly, and speak to your farrier about some of the Vettec products - they help to redistribute weight across as much or as little of the horses foot as you want, and are useful for stimulating hoof growth. Shoes can also be glued on using their products, thereby removing nail hole damage all together, and rebuilding any missing hoof wall.

Also analyse your horses diet, as that plays a very large role in the rate and quality of hoof growth.

Best of luck.
