Weak/Low pasterns

I have recently purchased a new horse, i knew he had suspensorys in hocks gone and had broken down before i got him, i bought him blind as felt sorry for him and just wanted to give him a good home, as he is was/is underweight. I have had farrier see to him as his feet were very long and he took front shoes off as i dont intend on trying to bring him back to work until he is up to weight and has been seen by chiropracter..He is also sore in the back and pelvic areas. I knew he had weak and low pasterns, but my farrier confirmed this and said his tendons are just waiting to go, and he says he is not sure he will ever make a light riding horse. He is an 11year old arab, and i had seen pictures of him being ridden albeit only in walk prior to purchase. Just wondered if anyone had same problem? And are there any excercises i can do with him to help strengthen his back legs and encourage him to use himself? I dont intend on riding him just yet, or not even sure if i should as to help build him up, maybe just in walk, long and low straight lines? Please someone advise me! as am pulling my hair out as not sure what next step should be..Ps i know some might think why buy him, but hey guess im a sucker for a sorry pitifull face, and he pulled on my heart strings, also if he cant be ridden he will have a forever retirement home...Thanks for reading x
