Weaving why?

I think weaving would seem to be a more dynamic movement of the front end. The weaving horse I know makes it look determined.
Weight shifting might be more delicate, but it's relieving pain in the feet, so it's a slower, gentle movement.
Am I explaining what I mean ok?

I think I understand. I would weaving then rather than ' swaying'.
