I have a very strong 13hh welsh pony which is proving too strong for any child, I am a lightweight adult and also find him very strong, he is well behaved in all other respects and doesn't,t buck rear or nap, he just doesn't, have any breaks. I have tried several bits which include a French link hanging cheek, a Pelham, a 3 ring gag, a kimblewick and a Weymouth snaffle all to no avail. He has had his back and teeth both done recently. He is such a lovely boy but really need help in finding how to handle him, he is even strong when trying to school him. Any suggestions would be greatly appreciated.
 
If its even when schooling, rather than just doing something exciting like xc, then I think schooling for the pony & lessons for daughter (& you if you regularly ride pony) are the solution, rather than the bit.
 
Try a hackamore and give his mouth a rest. If you don't already, learn to ride from your legs and seat (especially to slow pony down) so that apart from maintaining a contact, your hands are only there as a back up to your other aids. Don't get into a tug of war, instead try riding on the buckle in an arena whilst you figure out the brakes. Pony can't get strong and pull it lean if there's nothing to pull or lean against. Bear in mind that if pony leans, it could be due to lack of balance and if pony goes faster when you use the reins, it could be that either your hands or the bit are too harsh and pony is running from the pain. Also, some ponies are never going to make suitable mounts for children.
 
Agree with trying a hackamore. My horse was never strong or difficult before but the brakes are great in a bitless because he isn't distracted by a bit. I suggest trialling a sidepull (most basic) then if you need something with more leverage try an english or flower hackamore.
